Three Bappenas Recommendations for Sikabu Stadium

POSTMEDAN, PADANG – The Minister of National Development Planning conduct a working visit to the Sikabu Stadium, located in Lubuk Alung District, Padang Pariaman Regency, West Sumatra Province, on Thursday, April 8, 2021.

Sikabu Stadium is a FIFA standard sports infrastructure built in an area of 39.2 hectares belonging to the West Sumatra Provincial Government, which is planned to be the West Sumatra Sport Center.


Physical construction started from 2015, focus on stadium construction, with a progress of 40%. The construction of the West Sumatra Sport Center was carried out by the West Sumatra PUPR Office. The budget allocation required is IDR 1.85 trillion, including the need for the construction of the Sikabu Stadium at IDR 1.14 trillion.

The West Sumatra Regional Budget that has been allocated since 2015 for the construction of the Sikabu Stadium is IDR 476.1 billion. So that a budget of IDR 1.37 trillion is still needed for the completion of the entire Sport Center, including for the completion of the Sikabu Stadium of IDR 660.4 billion.

There are no plans for an international sports event to be held at the Sikabu Stadium. This stadium is projected to be used for the national football league which is usually held at GOR Agus Salim Padang which has limited capacity, and was originally built to prepare West Sumatra to host PON 2024. However, North Sumatra and Aceh will decide to host PON 2024.

The construction of the Sikabu Stadium has not been completed to date due to the limitations of the West Sumatra Regional Budget.

Support for the allocation of the 2022 APBN for the construction of the Sikabu Stadium and the West Sumatra Sport Center cannot be done with several considerations. One of them is that the construction of the Sikabu Stadium and the West Sumatra Sport Center is not a major project in the 2020-2024 RPJMN and 2021 RKP, and does not support major projects in the 2022 RKP design.

Then in principle, the development of sports infrastructure in the regions is the regional authority in accordance with the Annex to Law 2/2014 on Regional Government.

The Minister said that the central government appreciated the West Sumatra Provincial Government for initiating the construction of a sports center, which includes the Sikabu Stadium using the West Sumatra Regional Budget.

Therefore, the central government, in this case Bappenas, provides three recommendation options for the completion of the construction of the Sikabu Stadium and the West Sumatra Sport Center.

First, with the Government and Business Entity Cooperation Mechanism (KPBU) in accordance with the mandate of Presidential Decree 38/2015 concerning PPP in the Provision of Infrastructure, with assistance from the Ministry of National Development Planning / Bappenas if needed.

Second, through the SBSN (for non-stadiums) provided that the land and assets are transferred to the central government. In accordance with PP 56/2011 concerning Project Financing through the Issuance of SBSN and Permen PPN / Head of Bappenas 8/2020 concerning Procedures for Management of Projects Financed Through the Issuance of SBSN.

Third, through regional loans to PT SMI by considering fiscal capacity and implemented according to applicable rules and procedures. and it is necessary to have a BPKP audit first of the assets that have been built. (Red)
